Flaminio, Lotito’s Great Farce: Between Show Conferences and a Rejected Project

Lotito's handling of the Flaminio is increasingly taking on the contours of a comedy of errors, made up of pompous announcements, glittering renderings and zero substance on a technical, regulatory and procedural level.

A project born already outside the rules

The interventions of architect Lorenzo Busnengo, vice-president of the Ordine degli Architetti di Roma (Order of Architects of Rome), dismantle the Biancoceleste project at the root: Flaminio is not a "free lot", but a monumental architecture by Nervi, subject to stringent cultural and landscape constraints that only permit restoration and refunctionalisation, not the radical transformation imagined by Lazio.

Busnengo points out how the hypothesis of a new ring, the demolition of the historic roof and the external foundations in an area at high archaeological risk make the project incompatible with the current regulatory framework, well beyond the normal critical issues of an urban stadium.

The result is paradoxical: while the club talks of an "iconic work" and already established timelines, experts explain that at the Flaminio today it is realistic to think only of a philological restoration and a refunctionalisation that respects the protected asset, not a maxi-stadium with over 50,000 seats.

The presentation conference: great show, little substance

The press conference in February, with Lotito surrounded by professors, architects and commercial partners, was built as a great media showcase: long self-congratulatory speeches, promises of sustainability, references to energy innovation and a process "like that of Roma".

Precise dates were even indicated, such as the start of works in 2027 and completion in 2031, as if all the authorisation steps and constraints had already been overcome, when in reality the Comune itself today speaks of a simple pre-feasibility study to be adapted to current regulations.

At the end, a communication on 30 March with Deloitte and Luiss on the strategic plan was announced, presented as proof of the economic solidity of the project and of the example of "sustainable football" that Lazio wanted to give the country.

To date, that communication has never been confirmed or scheduled: another missed appointment that fuels the impression of a script written more to reassure the fanbase than to truly tackle the bureaucratic and financial knots of the operation.

Flaminio as a mass distraction

In the meantime, the Ordine degli Architetti has entirely rejected the project, recalling that renderings – however spectacular – are not an executive project and that, without a complete technical framework, talking about timelines and urban spin-offs is little more than propaganda.

The club narrative, on the other hand, insists on the stadium as an epochal turning point, while other very concrete problems remain unsolved: inconsistent sporting management, difficult relations with the fanbase, little clarity on the club's medium-term strategy.

In this context, every new scenic outing on the Flaminio risks serving more as a "lark's mirror" (a decoy) than as a real advancement of the procedure: slides and slogans change, but the constraints, the opinions of the Superintendencies, the critical issues on mobility, parking, access flows and the economic-financial plan remain exactly where they were.

The farce of the "imminent building site"

The umpteenth stop sign arrived from the Comune – which requests substantial additions to the documentation, the transition from a pre-feasibility level to an actual design level and an overall revision of the plan – certifies how premature it was to talk about timelines and inaugurations.

From the redefinition of the area to the absence of a conservation plan compliant with international programmes, to the shortcomings on mobility and parking, the list of critical issues seems endless and unmasks the sidereal distance between the president's narrative and the administrative reality.

By dint of announcing "the home of the Laziali" without carrying forward a project compatible with laws, constraints and urban fabric, the Lotito management risks turning the Flaminio into the perfect symbol of a management more skilled at putting on a show than at truly building.
